This appears to be an attempt by the cop to roll out spike strips, which rips the tires to shreds in hopes of disabling the stolen car. However, the evading car thief saw that coming and took the cop out instead. There is high probability he was caught, then taken, by the cops, to an undisclosed location and given thorough beating for attempted murder on one of their own.
