The cop Noah Ball shot an unarmed 13 yr old who exited a stolen vehicle and ran. Surveillance and police body cam footage showed the 13 yr old child had stopped running and turned with his hands up to surrender to the policeman,when he was shot and is now paralyzed.

Since this entire description of what happened is complete bullshit, here's the real story! Police officer Noah Ball was chasing the 13 yr old UNARMED boy who had exited a stolen vehicle and was trying to escape on foot. The 13 yr old boy had stopped running and was finally complying with the officers command to stop, turn, and put his hands up. As the boy was turning with hands up, the officer shot, hitting him in the upper back! The boy is now completely paralyzed.
