The crime, caught on multiple surveillance cameras in the notorious Adelita sex club, shocked Tijuana residents for its brutality and brazenness. A man authorities identified as Kelley walked up behind Isis Montoya, a 20-year-old mother working at the club, and sliced her throat with a four-inch knife he had concealed in the pocket of a hooded sweatshirt.
Kelley initally had been charged with femicide, a hate crime in Mexico that carries a sentence of 40 to 60 years. It is unclear why prosecutors, who told NJ Advance Media in June 2021 that they believed this was an open-and-shut case, agreed to lower the charge. Calls to the central prosecutor for the Mexican state Baja California went answered, and an email to its media relations office was not returned. Kelley’s family in New Jersey could also not be reached.
