The vehicle owner is required to appear at the Intelligence and Investigation Division of the LTO on Tuesday, at 1 p.m. and submit an explanation of the incident.

“The assigned driver is further directed to submit a written COMMENT/EXPLANATION thereon to show cause why he should not be administratively charged for Reckless Driving (Sec. 48 of R.A. 4136), Duty of driver in case of accident (Sec. 55 of R.A. 4136) and why his driver’s license should not be suspended or revoked,” the show-cause order read.

“Failure to appear and submit the written comment/explanation as required shall be construed by this Office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,” the order added.

The vehicle owner’s driver’s license has been “preventively suspended” for 90 days and his motor vehicle record is “placed under alarm preventing any and all transactions while under investigation.”

The security guard was brought to the VRP Hospital for medical attention after he suffered an abrasion on his left occipital area of the head and difficulty of breathing.
